The MAD wipe may be referring to the Futae no Kiwami vids that are being disabled like wildfire. They’re normally tagged with フタエノキワミ、アッー！ or KYM. Some Futae no Kiwami vids even mention the large-scale disablings. And newer vids tend to be ultra-blurred perhaps hoping they’ll be kept in Nico.

Great job on the paper! You’ve written a great summary. I really feel the issue of fansubs needs to be addressed properly.
I would like to suggest another dimension that might add to this post, based on my personal experience.
I’m from India, which, you might know, isn’t exactly on the Top 5 list of anime importers. In fact, until three years ago, no one had even heard of anime here! So, most of us fans of anime have no choice but to patronize fansubs because they can offer us free anime that we can’t otherwise get. Maybe the anime companies and distributors need to keep that in mind as well, that there are countries where fansubs are the only way for anime to get in.

Are you serious?! -o- agh that’s really upsetting. Oh well they still have tons of that on Youtube so even if they say they are, there’s not going to be anything much on Nio Nico Douga that I’d really watch anymore there then -_-
